The Indonesian Democratic Principles is hold by four Pillars of Philosophy. Those four pillars of the  philosophy of the country of Indonesia are namely first the Pancasila Philosophy; second the Goals of  the Independence Proclamation of Indonesia as described by The Introduction/the Preambule of the 45 Constitution; third the Unity of the Country of the Republic of Indonesia; and fourth the Principles of Bhineka Tunggal Ika.
       
Being the democratic country, RI certainly respects the principle of the freedom of expression and the freedom of speech, but the Indonesian Political  System is based on the principles of Pancasila  philosophy, namely the principle of "the People's Will that is applied based on the Wisdom of  Coordination and the Consultation among the People's Representation in the council of the People's Consultative Assembly".
 
Officially the Indonesian Political System does not follow the Opened Opposition System to avoid the opened Political Confrontation among Groups in the Political Community and the public that could provoke the political and security tension in the society.
       
The issue of Separatism is definitely taboo for the open discussion because it is against the Four Democratic Pillars of the Country of Indonesia, namely the Indonesian Unity.
       
From the security point of view to express openly the aspiration of separatism has been definitely forbidden because it tends to embark as the political agitation confronting the sovereignty of the Republic of Indonesia.
       
Unfortunately the influence of the Liberal democracy in the Indonesian political system of Indonesia is also strong though culturally it is  not in line with the Indonesian culture and life.
      
Attracting the people to support the idea of separatism through the public meeting is definitely forbidden because it is against the principle of the Indonesian Four Pillars of the Indonesian Philosophy.  
     
This is the challenge of the political education  in Indonesia to socially applying the correct political culture of  the country of Indonesia among those young generation, that the freedom of expression and the freedom of speech should be applied based on the valid Political System of the country of Indonesia.
 
The Background situation taken place recently
       
It is apparently a number of Indonesian citizens living in a certain regional country of Indonesia, namely Papua have openly said that they want Papua to separate  from Indonesia, becoming the independent country outside  Indonesia. When it was said openly the Police reminds them that it was   against the Four Pillars of the Indonesian Philosophy and it  could  only  be debated in the forum that is valid based on  Political System of Indonesia.  
      
Being the democratic country as mentioned earlier the open expression on various political issue in the Country of Indonesia, mainly  concerning the problem of the national development is certainly could be done at all the time.
      
However it has been taboo for the people to criticize and opposing  the Pancasila Philosophy,  to oppose openly the State and demanding for the national political changing  included the implementation of the separatism.
      
Unfortunately this kind of political culture has not been likely understood and to be recognized correctly by those of young generation who have been involving in the practical politics especially in the problem of separatism.
       
Apparently there is only one official Law and legal regulation in Indonesia which is forbidding the deliberation of the  philosophy  against the Four Philosophy Pillars of the Philosophy of the Indonesian Democracy, namely the  Marxism and the Communist ideology. Exercising the Marxism and Communism are strictly and clearly forbidden in Indonesia, however there is no legal regulation forbidding the separatism idea  in this country.
       
However the illegal activities to build the separatism power is definitely forbidden. The discussion openly by most of young generation mostly coming from Papua to have been considered as the effort to campaign the separatist movement and the establishment of separatist political power.
        
This kind of situation was definitely provoked the reaction and opposition of the other group of people which are opposing the separatism. Accordingly the Police tend to remind the separatist to stop their political activities. However they strongly rejected the Police reminding and their open political opposition has been continued.
        
Those young generation coming from Papua were definitely to have been manipulating the issue of democracy, the freedom of expression and the freedom of speech to popularize the idea of Papuan separatism and opposing openly the Government of the Republic of Indonesia.
 
The Assessment: The student complaint concerning the Police control over the freedom of expression and the freedom of speech are childish
        
The Alliance of the Papuan Student (AMP) of Surabaya and the National Student Front (NSF). They expressed their complain on the constraint of the freedom of speech  and the freedom of expression in front of the public, in Indonesia by the Police.
         
The AMP and the  NSF were demanding the Government soften the Police control over the student activities especially in term of Democratic right through the freedom of speech and the freedom of expression. They demanded the control to the freedom of speech and expression to be soften.
         
The AMP and the NS accused The Police suppression upon the freedom of expression and the freedom of speech and occasionally that was executed by force was indicating the implementation of democracy in Indonesia was definitely very bad.
        
The democratic control had been apparently done in various application aside of the control over the freedom of expression, the freedom of speech it has been also constraint in the establishment of the organization, criminalization for the and occasionally done by force in dismissing the student demonstration and resulting with death.
        
The latest incidence had taken place in Yogyakarta when a group of Papuan student living on Yogyakarta demonstrating their support to the United Liberalization Movement of West Papua (ULMWP) that had been responded strongly by the Police who then to encircle the dormitory and not any student could leave the dormitory even for buying food. The situation even worse and another group of non-Papuan student to support the Police to encircle of the dormitory trying to attack them was increasing.
        
Though finally the security problem could be solved but definitely the Papuan student who support the separatist have to leave Yogyakarta, because the Regional Leader of Yogyakarta was rejecting the separatist followers to stay in Yogyakarta.             
This group of young generation unfortunately had collected the records of various incidence they called as the Violation to the Right of Expression and the Right for the Speech as the essence of democratic system.
       
This is apparently the lack of understanding among young generation mainly those who were coming from Papua to the implementation of the democratic principles in the Indonesian Political System. This is also apparently the indication that the Political Education of this country is necessary to be revised and perfected.
 
Conclusion
        
The physical security tension had happened in Yogyakarta between a group of Papuan young generation and student studying in Yogyakarta in one side and various groups of others young generation of Yogyakarta as the other sides.
        
Those Papuan young generation was argue they expressed the issue of separatism of Papua based on the right of the freedom of speech and the freedom of expression as the Democratic Right of the Indonesian. However the local Police and other group of young generation in Yogyakarta were reminding those young Papuan generation that the issue of the separatism in Papua has been sensitive that is taboo for public debate, because it is against the Four Philosophy of the  Democratic Pillar of the Country of Indonesia.
       
Those student and young generation coming from Papua who were studying in Yogyakarta definitely tried to involve in the political activities to popularize the issue of separatism of Papua among the political communities in Jawa based on the principle of the freedom of speech and the freedom of expression as the principles of democracy demonstrating their support to the United Liberation Movement of West Papua.
        
Expressing openly the will of a number of Papuan to separate from the Country of Indonesia is politically taboo because the issue of Papuan separatism is the political issue supporting the armed insurgency in Papua. Separatism of Papua is definitely sensitive political issue that is taboo for open discussion, so it should be debated in the applied political system of this country if necessary.
        
It is likely the firm legal action against those young generation coming from Papua could be avoided and the intention of those young generation to agitate their support to the ULMWP to be responded  educationally, so that those young Papuan generation to realize that the Papuan separatism is not the problem of the freedom of speech and the freedom of expression, but it is sensitive political issue that should be discussed proportionally.
        
The government is suggested to form a special political education Program for Papua and other regional areas of Indonesia, considering the weak of the national agenda in the Political Education of among young generation.
        
We have to convince those young generation of Papua that we can talked about their will to separate from Indonesia based on applied Political System of Indonesia.  But the Papuan have to be conscious and realize that to demonstrate their support to ULMWP means their attitude to fight against the Indonesian unity.
