Ministry of Home Affairs Tjahjo Kumolo stated, The Regional and Local Government may publish The Regional or Local Government Regulation based on The Government Regulation to Replace Law No 2 of 2013 on Mass Organization to forbid the Anti Pancasila Mass organization.
The Government realize the social and mass activities of the Citizens to express their idea and demands are used to be presented in a forum of discussion, social gathering, the establishment of regular meeting and creating the mass or social organization. This kind of social and mass activities are definitely permitted as the implementation of human right of to think, to formulate and express the idea and to select their respective activities.
Government realizes all those kind of to think, to formulate and to express the idea and to select the activities in term of the discussion, in the organized meeting, in the regular gathering and Mass Organization should be respecting and following the principles of the Four Pillars of The Republic of Indonesia, namely The National Philosophy of Pancasila, The National Constitution of 1945, The Unitary State of The Republic of Indonesia and the Nation Unity based on Bhineka Tunggal Ika.
All those Four Pillars should be absorbed, understood and implemented by all the Indonesian Citizens living in the Villages, Districts, Regions and the territory of the State of the Republic of Indonesia.

Based on this consideration likely Menister of Home Affairs is of the opinion it is necessary for the Government to publish the Instruction to all the Chief of Provinces and the Chief of Districts to lead their respective people of his respective territory to understand, to adsorb and to implement the principles of the Four Pillars of the State of the Republic of Indonesia individually or together in a certain organization. Accordingly any organization they intend to be the mean of working together should be established based on Pancasila, the National Constitution, the principle of the Unitary State of Indonesia and the spirit of Bhineka Tunggal Ika.
Inline of this idea all of mass organization which are not to think, to formulate to work for their goal in line with Pancasila Ideology, the National Constitution of 1945, The Unitary State of Te Republic of Indonesia and Bhineka Tunggal Ika as the Four Pillars of the State of The Republic of Indonesia are strictly forbidden.
