Peaceful situation of Aceh has been relatively established. However the idea to consolidate the condition of the Civilian Government likely needs a serious attention and strong will among the society of this Province.
First, the condition of the bureaucrat, the province official and the employee. The condition of the bureaucracy is relatively weak, the bureaucrat as the main element of the bureaucracy is seriously needed to be reformed.
The so called "working team" of the Regional Administration of Aceh are likely lack of professionalism, the output of working is considerably dissatisfaction, corruption is likely potential and the nepotism are influencing strongly the recruitment of the new members of the working team.
The civil services are considerably disappointing, the philosophy of working for the people is not done and in the contrary the society should serve the bureaucrat as the Boss. Corruption is potential and asking the so called the Project fee are a common attitude among the Province officials and becoming common understanding of among the business communities.
Descriptively the condition of the bureaucrat are described as the dirty plates scattered in the kitchen so it is impossible to perform the good services of the working team. Whatever you put on the plate it will be smelly bad. Accordingly those dirty plates should be removed or reformed.
So whoever the Province Leader is now, the output of the Acehnese bureaucracy is disappointed. The condition of the bureaucrat and the working team should reform.
In general the bureaucracy of Aceh Province is relatively weak, because of the strong influence of the potential act of corruption, nepotism and lack of the will to serve, it should be likely reformed urgently. Otherwise the impact will influence dramatically in the field of political, economical, the social life of the people and the stability of the Province of Aceh.
Second, the dispute on the Provincial Flag. A group of people are demanding the Regional House of Representative of Aceh to decide the stablishment of Regional Law that officially agreed to the raise of a Provincial Flag that is designed similar to the Flag of the Freedom Movement of Aceh.
This group of people of Aceh are also demanding the Regional House of Representative together with the Province Administration to ask the Central Government in Jakarta to prove it. They wish to convince the Central Government that the Flag is not the Separatist Flag. They said they will boycott the Regional Election in 2017 if their demand is rejected.
Those group are asking the Acehnese authority to demand the Central Government to agree it. It is said on a meeting held between The Governor and The Regional House of Representative with all the District House of Representative it was agreed to raise the Flag on April 30, 2016. However the decision for the promulgation on the Regional Flag of Aceh is still hanging.
Those group whom are asking to raise the flag doesn't a majority group because all of stakeholders in Aceh has agreed that Acehnese flag problem's hasn' been triggered a new conflict in Aceh. For Acehnese people's, a peace situation will maintain together whatever all risk must be taken.
Third, to face the Regional Election in 2017, the former member of the Freedom Movement of Aceh is starting to built a Command Post at the Pasir Putih Peureulak, East Acheh, attended by a number of the former Leaders of the Freedom Movement of Aceh and also the combatant.
They said the present Government is lack of attention to the victims people affected by the conflicting situation of the past, those people are still living under the poor line. He referred to the activities of various combatant who took their weapon to fight against the security units demanding the government to help the life of the poor line. It is said,they were taking their hidden weapon to remind the Government to have the attention to the poor people affected by the conflicting situation of the past. One of the former leader of the Freedom Movement said, he will strongly request whoever the next Governor will be, to fulfill the people's need.
The leader of the National Party of Aceh is wishing to remind the Government If the government failed to implement the better life of the people, he is afraid of the possible emerge of wide dissatisfaction among the people who are appearing as the security disturbances.
The establishment of the Command Post is intended to build the information centre for the society in order the Regional Election to be done in accordingly.
Fourth, the Eradication of the Corruption. Aceh is one of a number of Provinces which is supported by The Commission on the Eradication of Corruption to manage her budget. Aceh is a Province granted a big budget by the Central Government, in accordingly the Regional Administration of Acheh is considered necessary to be assisted in its budget management.
The Commission on the Eradication of Corruption is accordingly assisting the budget management of the Province of Aceh in two parts of activities. The First activity is focused on the preventing the corruption and the Second activity is intended to bring any corruption case that takes place in managing the budget of 2016 to Court.
The number of the member of the Commission on the Eradication of Corruption will be six persons and a number of assistants need to make the work of the Commission on the Eradication of Corruption will be smooth and successful. Three Commissioners will be in charge in the Preventive Mission and another three Commissioners will be in charge in the Action Mission (to bring the corruptors to Court).
Assessment
Based on Helshinki Accord the security problem of Aceh has been considered totally finished and the consolidation of the Province as the legitimate Regional Administration to embark to make the Aceh Province to become peaceful and developed territory in fact had been started some years ago after the Helsinki Accord was signed.
But unfortunately various crucial problems of the people life presently are still there. For this purpose the better condition of the Civilian Administration is one of the most important supra structure to be reformed.
The problem faced by the Province of Aceh now is actually similar to the problems faced by other Provinces of this Country. The economic challenge is the main problem of the people that should be solved by the Province administration.
Of course the historical background of Aceh will influence a number of steps may be different to other Provinces. However the problem is likely more a technical matters that easily to be solved.
Aside of that the Province of Aceh is luckily has enough potential resources and capability, accordingly if the Aceh people could throw away the unnecessary problem she faces now, it is likely all the people's needs could be solved easily.
Based on this idea, it is likely important for the Aceh Province to throw away the unnecessary element of the history such as the problem of the Provincial flag which is similar to the flag of the Freedom Movement of Aceh, in order to reduce the number of the crucial problems of the life of the Aceh people of to day.
