In general, the situation after the Election Unison 2017 in 101 regions still favorable and safe included in some areas that the candidate dispute election results (PHP) to the Constitutional Court (CC) or sue the non-neutrality of the institution organizing the elections in the Honorary Board of Election (DKPP), mainly related to the professionalism of the organizers of the election.

Since November 2016, DKPP received about 167 complaints of 101 simultaneous elections to DKPP 2017. A lot of complains happened because of a dispute the elections that can be submitted to the Court has been restricted in its object that can be filed, which is only related to dispute the election results, which amount has also been determined. This makes many participants of the elections using other objects related to the alleged fraud or neutrality of the organizers of the elections that are considered detrimental to the interests Paslon in the elections.

Currently, the organizing institutions and local government elections that there is no dispute PHP to MK have done plenary meeting elected candidate determination. To  candidates who filed a lawsuit to the Constitutional Court, the trial dismissal PHP by the Court have been implemented since 3 April to 5 April 2017.

Dismissal hearing before the Court, many predicted that the candidate will reject the election results 2017 because since 2017 for candidate elections and political party was "battle field" in order to construct a regional and national political landscape favorable to face the political parties and presidential election 2019. It turns out that prediction missed, because many people candidate to accept the decision of the Constitutional Court are final and binding.

In general, candidate who rejected the claim that the Court due to a lawsuit they do not qualify as stipulated in Article 158 of Law No. 10 of 2016 concerning the election, participants elections can apply for cancellation of the determination of the vote count results to the Constitutional Court (MK) and the Constitutional Court Regulation No. 1 Year 2016 regarding Guidelines for Proceedings in the Case Dispute Election Results governors, regents and mayors.

Of the 47 lawsuits PHP that goes to the Court, there are seven lawsuits predictable dispute election results (PHP) that potentially received MK namely West Sulawesi gubernatorial election; Gayo Lues district, Aceh; Takalar, South Sulawesi; Bombana regency, Southeast Sulawesi; Maybrat Regency, West Papua: Salatiga, Central Java and Yogyakarta.

If candidate who sued eventually won its case in the Constitutional Court, then there are some things that need to be anticipated include: first, the results of the election result disputes session (PHP) in MK allow "political shift" or change the election winner. This could potentially cause friction or clashes between the supporters of candidate or political turmoil that could potentially cause instability of securities.

Second, the rise of political tensions between supporters of political parties as a result of changes in the election winner. However, political tension between this political party is not expected to continue long for will happen step by step strategic alliances and coalitions liquid or coalition to pursue the objectives or pragmatic interests in the area.

Third, the euphoria of victory in excess which can lead to clashes between the supporters and demonstrations anarchist.

Important achievements in the elections of 2017 is increased voter participation rates. According to the Commission, there are about 46 areas that voter turnout was below the target of 77.5% participation rate of voters. However, RI KPU data also shows around 55 regional executive elections voter participation rate above 77.5% or exceeded the target. It is once again an increase in political awareness of the public to use their political rights, as well as the performance of the election organizers and contestants are able to raise people's political enthusiasm towards elections.

Improvement

A number of improvements both technical aspects of implementation, performance organizers, as well as the regulation of simultaneous elections to succeed the 2018 number of proposed improvements include: first, related to the use of the right to choose whether they do or not when the time voting was completed at 13:00 pm.
Necessary rules and equal understanding for election organizers, especially KPPS regarding the use of the guarantee voting rights for registered voters to make allowances when voting for voters who are already registered to carry out its political intent until 15:00 pm. It is important to respect the people's right to vote and to avoid political slander that the government suppresses people's rights.

Second, it takes communication and better coordination between the stakeholders of the organizers of the elections, especially between the Ministry of Home Affairs, KPU, Election Supervisor, DKPP and the Constitutional Court in the management of elections.
It should be noted, as in the elections of 2017 it was clear many changes in regulations that indicate the KPU, Election Supervisor, MK and Ministry of General Affairs is less coordinated, as a matter of areas that are not disputed Dispute to the Court should be able to carry out the stages of the elections later, without waiting circulars MK Related regions without a lawsuit Dispute.

Third, be prepared carrying a logical and adequate budget in accordance with the workload and responsibilities of elections, especially for the sake of elections dissemination and technical guidance for stakeholders.

Fourth, the need for improvement in the management of procurement and distribution of ballot papers and supporters form. This is to anticipate a number of problems in the field related to the lack of ballot papers and the form and supporters often trigger disputes as a result of accusations of deliberate and neutrality of the organizers of the elections that have implications for the access of voters to exercise their voting rights, including distribution management to areas hotspot terrain difficult to reach should be more responsive to the DPT data collection or printing ballots earlier than counties and cities in Java and Bali.

Fifth, the need for integrity pact and increased commitment of the organizers of the elections to ensure impartiality and neutrality in their duties. This is related to the number of complaints is still object to DKPP that the problem lies in organizing the elections itself.

Sixth, the need to implement strict punishment even to the dismissal of the ASN officers or civil servants, military or police who directly or indirectly involved in practical politics in the election to defend one Paslon. For that, there needs to be coordination between the Election Supervisory Body, Home Affairs, Military and Police Headquarters related to realize.

Seventh, the need for socialization linked into an intelligent voters in the election that voters make their choice not because of the primordial, SARA and others but for sure candidate supports will promote merit system, leadership, quality, character, integrity and ethics.
