On January 20 in the Capitol Hill of the US, Donald Trump the Elected US President was promulgated as the President of The United States of America. As the new President of the World Super Power, President Donald Trump has prepared his leadership as an accurate World Leader even in the such current busy schedule he were ready to take command the US as the influencing State in the World to face any emergency situation in any time on the period of his inauguration. Only a few hours after the inauguration, in his Oval Office in White House he signed a number of important document that should be implemented since the date of January 20, 2017.

On few days before his inauguration as the Elected President  Donald Trump had appointed General (ret) of Marine James Mattis  as the Secretary of Defense in his Cabinet and General (Ret) of Marine John Kelly as the Secretary of Homeland Security of the US.

In relation with this two appointment on January 20, 2017 in another building, the Senate approved and promulgated General (Ret) of the Marine James Mattis as the Secretary of Defense and General (Ret) of the Marine John Kelly as the Secretary of Homeland Security of the US. President Donald Trump soon will visit the CIA Compound to promulgated the new Director of CIA.
Donald Trump has asked Mike Pompeo to be director of the CIA and has offered Republican Senator Jeff Sessions the job of US Attorney General, as he continues to fill positions in his new Cabinet. The appointments are the third Cabinet roles to be filled, after Mike Flynn was named national security adviser on Thursday night.

Mr Pompeo, a 52-year-old member of the Tea Party and representative for Kansas, served in the army as a cavalry officer before training as a lawyer, and entering politics in 2011.

The Homeland Security

The Department of Homeland Security has a vital mission: to secure the nation from the many threats the US faces. This mission requires the dedication of more than 240,000 employees in jobs in this Department that range from aviation and border security to emergency response, from cyber security analyst to chemical facility inspector. Those Employee  duties are wide-ranging, and their goal is clear - keeping America safe.

The Homeland Security was the integration of 22 function of the Cabinet Institution dealing with the security problems. The Department of the Homeland Security was founded on November 25,  2002 when President G W Bush after the terrorist attack on the twin skyscrapers buildings on September 11, 2001 to have been thinking to found an State Institution to coordinate the defense effort to protect the physical security of the US against terrorist action both from abroad and from within the country.

The US concluded it is apparently the terrorist threat coming from within the country are more difficult to be countered because there are many hideout, camouflage and natural conditions that are good for secret movements.

Today, retired Marine Corps General John F. Kelly was officially sworn in as the fifth Secretary of Homeland Security. Secretary Kelly took the oath this evening on January 20, 2017 after the Senate voted to confirm him. As Secretary of Homeland Security, Kelly now leads the third largest federal department in the United States that includes the Federal Emergency Management Agency, Transportation Security Administration, U.S. Coast Guard, U.S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, U.S. Citizenship and Immigration Services, and the United States Secret Service.

"I am honored and humbled to take on this responsibility to serve alongside the magnificent men and women of the Department of Homeland Security," said Secretary Kelly, "and, I look forward to protecting our nation, its citizens, and preserving our liberty and upholding the rule of law as I continue my service to this great country. I ask for your patience and prayers as I take on this tremendous task together with you, and my only plea is that together we focus our loyalty on the Constitution that we all have sworn to preserve and protect and the nation we love."

Prior to joining DHS, Secretary Kelly served in the United States Marine Corps for 45 years closing his career as the commander of the United States Southern Command (USSOUTHCOM) in 2016. Secretary Kelly has held senior command positions in Iraq and as the Senior Military Assistant to two Secretaries of Defense

The Creation of the Department of the Homeland Security

Information System called Homeland Security Advisory System was made to distribute the situation information and the action needed to response it. Based on this information it is expected the integrated and coordinated effort could be reached. This information was said coming from the White House.

Record on the implementation of Homeland Security Advisory System as the operational communication system from 2001 until 2016 were detected bellowed :
Eleven days after the September 11, 2001, terrorist attacks, Pennsylvania Governor Tom Ridge was appointed as the first Director of the Office of Homeland Security in the White House. The office oversaw and coordinated a comprehensive national strategy to safeguard the country against terrorism and respond to any future attacks.

With the passage of the Homeland Security Act by Congress in November 2002, the Department of Homeland Security was founded on November 25, 2002, the Department of Homeland Security formally came into being as a stand-alone, Cabinet-level department to further coordinate and unify national homeland security efforts, opening its doors on March 1, 2003 for ooperation and coordination.

March 12, 2002 - Introduction of Homeland Security Advisory System At Yellow level (the threat level was normal) was started from the White House: As part of a series of initiatives to improve coordination and communication among all levels of government and the American public in the fight against terrorism, President Bush signed Homeland Security Presidential Directive 3, creating the Homeland Security Advisory System (HSAS). The advisory system will be the foundation for building a comprehensive and effective communications structure for the dissemination of information regarding the risk of terrorist attacks to all levels of government and the American people.

September 10, 2002 - Raised from Yellow to Orange (the threat level is increasing). From the White House: The U.S. intelligence community has received information, based on debriefings of a senior al Qaeda operative, of possible terrorists attacks timed to coincide with the anniversary of the September 11th attacks on the United States. Information indicates that al Qaeda cells have been established in several South Asian countries in order to conduct car-bomb and other attacks on U.S. facilities. These cells have been accumulating explosives since approximately January of 2002, this year, in preparation for these attacks.

September 24, 2002 - Lowered from Orange to Yellow (the threat level is decreasing). From the White House: Based on a review of intelligence and an assessment of threats by the intelligence community, as well as the passing of the anniversary of the September 11 terrorist attacks and the disruption of potential terrorist operations in the United States and abroad, the Attorney General in consultation with the Homeland Security Council has made the decision to return the threat level to an elevated risk of terrorist attack, or yellow.

February 7, 2003 - Raised from Yellow to Orange (The threat level is increasing). Recent intelligence reports suggest that Al Qaida leaders have emphasized planning for attacks on apartment buildings, hotels, and other soft or lightly secured targets in the United States.

February 27, 2003 - Lowered from Orange to Yellow (the threat level is decreasing). Today's decision to lower the threat level was based on a careful review of how this specific intelligence has evolved and progressed over the past three weeks, as well as counter-terrorism actions we have taken to address specific aspects of the threat situation. Among the factors we considered was the passing of the time period in or around the end of the Hajj, a Muslim religious period ending mid-February 2003.

March 17, 2003 - Raised from Yellow to Orange (threat level is increasing). From the White House: The Intelligence Community believes that terrorists will attempt multiple attacks against U.S. and Coalition targets worldwide in the event of a U.S led military campaign against Saddam Hussein. A large volume of reporting across a range of sources, some of which are highly reliable, indicates that Al-Qaida probably would attempt to launch terrorist attacks against U.S. interests claiming they were defending Muslims or the Iraqi people rather than Saddam Hussein's regime.

April 16, 2003 - Lowered from Orange to Yellow (threat level is decreasing). Following a review of intelligence and an assessment of threats by the intelligence community, the Department of Homeland Security, in consultation with the Homeland Security Council, has made the decision to lower the threat advisory level to an elevated risk of terrorist attack, or "yellow" level.

May 20, 2003 - Raised from Yellow to Orange (threat level is increasing). In the wake of terrorist bombings in Saudi Arabia and Morocco, intelligence reports indicate that terrorist may attempt attacks against targets in the United States.

May 30, 2003 - Lowered from Orange to Yellow (threat level is decreaing). This decision is based upon a number of factors including a review of the intelligence and an assessment of the threats by the intelligence community. The U.S. intelligence community has also concluded that the number of indications and warnings that led to raising the level have decreased along with the heightened vulnerability associated with the Memorial Day Holiday.

December 21, 2003 - Raised from Yellow to Orange (Threat level is increasing). The U.S. intelligence community has received a substantial increase in the volume of threat-related intelligence reports. These credible sources suggest the possibility of attacks against the homeland around the holiday season and beyond.

January 9, 2004 - Lowered from Orange to Yellow (threat level is decreasing). Today, based on a careful review of the available intelligence, we have lowered the threat level to Yellow. We are still concerned about the continued threats, but the threat conditions that we’ve been following have diminished. With the passing of the holidays and many large gatherings that occurred during this time, we have made the decision to come down to Yellow.

August 1, 2004 - Raised from Yellow to Orange, specifically for the financial services sectors in New York City, Northern New Jersey, and Washington, D.C. This afternoon, we do have new and unusually specific information about where al-Qaeda would like to attack. As a result, today, the United States government is raising the threat level to Code Orange for the financial services sector in New York City, Northern New Jersey and Washington, D.C.
 
November 10, 2004 - Lowered from Orange to Yellow, for the financial services sectors in New York City, Northern New Jersey, and Washington, D.C. Since the threat level was raised on August 1, 2004 state and local leaders as well as the private sector have worked hard to strengthen security in and around specific buildings and locations as well as throughout the financial services sector. Today there are permanent protective measures in place that did not exist before August 1.

July 7, 2005 - Raised from Yellow to Orange for mass transit. In light of today's attacks in London, the United States government is raising the threat level from Code Yellow, or Elevated, to Code Orange, High; targeted only to the mass transit portion of the transportation sector - and I want to emphasize that - targeted only to the mass transit portion of the transportation sector.
This includes regional and inner city passenger rail, subways, and metropolitan bus systems. We are also asking for increased vigilance throughout the transportation sector….Currently, the United States has no specific, credible information suggesting an imminent attack here in the United States.
 
August 12, 2005 - Lowered from Orange to Yellow for mass transit  (threat level is decreasing). Since raising the threat level for mass transit systems on July 7, the Department of Homeland Security has been working closely with our federal, state and local partners to develop and implement sustainable mass transit security measures tailored to the unique design of each region's transit system. In light of these increased long-term measures, the Department is lowering the national threat level for the mass transit portion of the transportation sector from Code Orange, or "high," to Code Yellow, or "elevated."

August 10, 2006 - Raised from Yellow to Red for flights originating in the United Kingdom bound for the United States; raised to Orange for all commercial aviation operating in or destined for the United States. The United States government has raised the nation's threat level to our highest level of alert - Severe, or Red - for commercial flights originating in the United Kingdom and bound for the United States. We've made this adjustment to coordinate our alert level with that currently enforced in Britain.

Second, as a precaution against any remaining threats out there, and we also want to take steps to prevent any would-be copycats who may be inspired to similar conduct. Accordingly we are raising the threat level, or we have raised the threat level, with respect to aviation in general, to High, or Orange. That will cover all in-bound international flights, other than flights from Great Britain, and it will cover all flights within the United States itself.

August 13, 2006 - Lowered from Red to Orange for flights originating in the United Kingdom bound for the United States; remains at Orange for all domestic and international flights. Effective immediately, the Department of Homeland Security announced an adjustment in the aviation threat level from RED to ORANGE for flights from the United Kingdom to the United States.

There will not be any operational changes for domestic flights in the United States. Thus, the U.S. threat level remains at ORANGE, or "High," for all domestic and international flights. The ban on liquids and gels in carry on baggage remains in full effect.

April 20, 2011. Secretary of Homeland Security Janet Napolitano announces the implementation of the Department of Homeland Security's (DHS) National Terrorism Advisory System (NTAS)-a robust terrorism advisory system that provides timely information to the public about credible terrorist threats and replaces the former color-coded alert system.
 
December 16, 2015. When it was launched, NTAS featured an advisory system that consisted of two types of "Alerts": Elevated and Imminent.  An "Elevated Alert" is intended to warn of a credible terrorist threat against the United States and its territories that is general in both timing and potential location such that is reasonable to recommend implementation of protective measures to thwart or mitigate against an attack. An "Imminent Alert" is intended to warn of a credible, specific, and impending terrorist threat or on-going attack. DHS has continuously evaluated intelligence threat streams through the NTAS process since the system's creation, but it has never issued an Alert because neither the circumstances nor threat streams have risen to the required level or purpose of the system.

In order to determine how DHS can more effectively and quickly communicate information to the public and other partners regarding threats to the homeland in the evolving threat environment, and following discussions with homeland security stakeholders, Secretary of Homeland Security Jeh Johnson directed a review of the NTAS to consider possible revisions. Based on this review, DHS is updating the NTAS to add a new form of advisory - the NTAS "Bulletin" - to the existing NTAS" Alerts."  The Foundation of The

The Situation in Indonesia

Though the threat level posed by the terrorist threat in Indonesia have been perfectly controlled  at low level, but terrorist threat has been a serious problem to the country. The  potential threat of the ISIS is put as the eminent threat that should be put on the National Agenda to be deleted.

Likely we agree with the analysis made by the Government of the US, that the terrotist threat coming from within the country is more complicated compared to the terrorist coming from abroad. This is considering that the Republic of Indonesia is as large as the territory of the US and the eminent strategic objects are also existing on all over the countries.

Accordingly the idea to copy the foundation of the Homeland Security Ministry in Indonesia has emerged in the mind of many Security Officials in Indonesia.
 
Until recently on the Cabinet Level it is formed the Coordination Meeting lead by the Coordinating Minister for Political, Legal and Security Affairs to discus all the various security problems happened in this country. Te decision made by this Coordination Meeting were mostly on the policy matters was considered be necessary. This system was clearly a simple system of coordination to deal with the policy but definitely full of question on the technical level.

Recently It was suggested to the government to create the National Inspector General to inspect all the Government Branches whether they are ready with all the preparation to face any security disturbances against their mission. It is also might be likely more than 10 Government Institution that are dealing with the security to have been existing in Indonesia that need communication, coordination and integration in dealing with the terrorist threat in Indonesia.

This National Inspector General as the Government Official of a Ministerial level is also intended to coordinate any action might be needed for the security performance of the country. With the Presidential authority, the National Inspector General is authorize to come, to see and to decide whether or not any strategic Installation to have the enough preparation to face any sudden terrorist  attack. The short note on the end of the week on January 20, 2017 in the US may have woken up our imaginary to have the Homeland Security Ministry in Indonesia.
